The Council (Management Body) has 19 members, 15 of whom are appointed by the faculties and four are appointed from amongst students. The Council is notably charged with: the adoption of the University Statute on the proposal of the Senate; approval of Faculty Statutes; appointment and dismissal of the Rector and Pro-Rector; adoption of financial plans on the proposal of the Senate; adoption of annual operational reports and revenue statements on the proposal of the Rector; adoption of investment plans on the proposal of the Rector; adoption of decisions on strategic planning, et al. Council members are appointed to four-year terms in office.

The Rector (Executive Officer) acts for and on behalf of the University and is responsible for the lawfulness of its operations. The Rector is the ex officio Chair of the Senate. The Rector signs the diplomas issued by the University and its Faculties (together with the Deans of the Faculties at which they are acquired); manages the award of doctoral diplomas; implements Council and Senate decisions, as well as financial plans; proposes to the Council and the Senate the adoption of general and individual enactments not within the remit of other bodies; adopts individual enactments on the rights, obligations and responsibilities of University staff not within the remit of other bodies, et al. The Rector is appointed to a three-year term in office and may be re-elected once.

The Senate (Professional Body) comprises the Deans of the University Faculties and the Chair of the Student Parliament. The Senate decides on issues related to the implementation and self-evaluation of instruction, scientific, research and artistic work, and other issues defined by law and the Statute. The Senate drafts the University Statute, nominates candidates for the position of Rector, drafts financial plans and operational reports and reviews the University’s annual revenue statements; appoints Professors Emeriti, new teachers employed by the University and teachers employed by the faculties on the proposal of the relevant Faculty bodies; proposes to the Council strategic development planning measures; adopts study programmes; adopts decisions on international cooperation, etc.

The University Student Parliament comprises of three representatives of each of the student parliaments of UUB faculties. Via its representatives in UUB bodies, the Student Parliament participates in decisions on issues related to instruction quality assurance, curricular reform, study efficiency analysis and ECTS credits. In addition, the Student Parliament appoints and dismisses the Student Pro-Rector and student representatives in UUB bodies that include student representatives. Student Parliament members are appointed to two-year terms in office.

Rector

Professor Nenad Malešević, DA

Nenad Malešević (Sarajevo, 1981) is a full professor at the School of Computing in Belgrade. He is involved in photography, printmaking, and ready-made. He has published the books Lekcije o dizajnu (Užice, 2023) and Amerika (Banjaluka, 2023). He has held solo exhibitions: America – The Salon of the Museum of Contemporary Art, Belgrade (2024); Donau – Gradac Gallery, Raška (2021); Flussabwärts – Goethe-Institut, Belgrade (2019); Penultimate Exhibition – Reflektor Gallery, Užice (2019); Unexpectedly – City Gallery Požega (2017); Documents: An Introduction to the Study of Discontinuance – Contemporary Gallery, Subotica (2016), Photon Gallery, Ljubljana, Artget Gallery, Belgrade (2015) and the Museum of Contemporary Art of Republika Srpska, Banjaluka (2014); Storyboard – Exhibition Hall of the Museum of Contemporary Art of Republika Srpska, Banjaluka and Duplex Gallery, Sarajevo (2010, with M. Manojlović); The Age of Renewal – Banski dvor Cultural Center, Banjaluka and the Studentski grad Cultural Center Gallery, Belgrade (2007). Nenad Malešević graduated from the Department of Graphics at the Academy of Arts in Banjaluka (2004), obtained a magister’s degree in Theory of Art and Media at the University of Arts in Belgrade (2008), and earned a doctorate from the Faculty of Fine Arts in Belgrade (2019). He was awarded a DAAD (German Academic Exchange Service) scholarship in 2006.

Pro-Rector for International Cooperation

Professor Tatjana Papić, PhD

Dr. Tatjana Papić (Belgrade, 1975) is a full professor of international law at the Law School of Union University in Belgrade. She is a visiting researcher at the Faculty of Law, University of Reading (UK) and the Centre for Law and Pluralism, University of Milano-Bicocca (Italy). She taught at the law schools of the University of Münster (Germany, 2022) and Washington and Lee University (USA, 2013), and was a Senior Michigan Grotius Research Scholar at the University of Michigan Law School (USA, 2019/2020). She worked at the Belgrade Centre for Human Rights from 1998 to 2005. Tatjana has authored numerous scientific papers on various topics in international public law and international human rights law, among others in journals such as the American Journal of International Law, International and Comparative Law Quarterly, Cornell International Law Journal, Hague Journal on the Rule of Law, Chinese Journal of International Law. She graduated from the Faculty of Law of the University of Belgrade (1998), received her LL.M degree from the University of Connecticut School of Law (USA, 2000), and received her doctorate from the UUB Law School (2011). She is the recipient of the Ron Brown Fellowship and OSI's Civil Society Scholar Award.

Council Chair

Professor Ivana Ljutić, PhD

Ivana B. Ljutić (Belgrade, 1980) is an Associate Professor at UUB’s Belgrade Banking Academy – Faculty of Banking, Insurance and Finance, as well as an Associate Professor at the Military Academy, University of Defence in Belgrade. Her academic work focuses on economic and financial law (Fintech), corporate governance, artificial intelligence law, energy law and sustainability law. She has published numerous articles in leading national and international journals. Ivana’s research covers topics such as sustainability regulation and integrated reporting, OECD BEPS methodologies, tax aspects of transfer pricing, combatting money laundering, corruption and organised corporate crime, as well as tax evasion. She is the Secretary of the Editorial Board of the scientific journal Finansije. Ivana earned her law degree from the University of Belgrade Faculty of Law (2003), where she also completed her master's degree in financial law (2009). She earned her PhD in international business law at the University of Niš Faculty of Law (2013). She has chaired the Council of Union University in Belgrade since 2023 and is also a member of the Council of the University of Defence.

International Cooperation Coordinator

Assistant Petar Prvulović, MSc

Petar Prvulović (born in Smederevska Palanka, 1988) is a computer science teacher and a web developer. He has worked on numerous projects involving the design and implementation of computer systems, including the development of web services for the School of Computing, as well as software for the Judicial Academy and the disputesregister.org startup project. He has translated several books on programming into Serbian and published a Collection of Exercises in Fundamentals of Computer Engineering (Belgrade, 2023). He has served as the International Cooperation Coordinator at the School of Computing since 2023 and at Union University since 2024. Petar earned his degree in Computer Science at the School of Computing in 2012 and completed his master studies at the same faculty in 2017, whereupon he enrolled in doctoral studies and began working at his alma mater as a Teaching Assistant. He has been teaching programming courses at the CET School of Computers and the Smederevska Palanka High School since 2010.
